Jim Mullen previously served as the Acting Administrator and Chief Counsel for the Federal Motor Carrier Safety Administration
SAN DIEGO—Sept. 30, 2020, TuSimple, a global self-driving technology company, today announced Jim Mullen, the former Acting Administrator of the FMCSA will serve as the organization’s Chief Legal and Risk Officer effective immediately. In his new role, Mullen will oversee legal affairs, risk management strategy, and help continue to develop TuSimple’s comprehensive approach to safety.

Prior to joining TuSimple, Mullen served as the Acting Administrator and Chief Counsel of the FMCSA. While leading the FMCSA in Washington, he was responsible for regulating more than 530,000 trucking companies, 12,000 bus and motorcoach operators, and approximately 4 million interstate commercial driver’s license (CDL) holders. Notable accomplishments during his FMCSA tenure include Hours of Service reform, autonomous commercial vehicle rulemaking, contributions to the DOT’s AV 3.0 and 4.0., and leading the agency during the onset of the COVID-19 pandemic.
Before joining the Department of Transportation, Mullen ran a consulting firm specializing in transportation and cross-border trade. He also served as the Executive Vice President and General Counsel of Werner Enterprises, one of the largest truckload carriers in the United States. Mullen has served as a member of the American Trucking Associations Executive Committee and Board of Directors, and earned his Juris Doctor and a Bachelor of Arts degree in economics from the University of Nebraska.
Mullen is a strategic addition to the TuSimple team and the third key new hire for TuSimple this year. Previously, the company announced Lee White, Vice President of Strategy, and Conrad Miller, Senior Director of Fleet Operations, joined the organization. TuSimple aims to transform the $800 billion U.S. trucking industry by enhancing safety, increasing efficiency, and significantly reducing operating costs. Today, TuSimple operates a fleet of autonomous trucks on the TuSimple Autonomous Freight Network. The company plans to demonstrate driverless operations in 2021.
